Windows Media Format 9.5 SDK & WMP10 Update
Symptoms:
When you re-encode content from a higher frame rate to a lower frame rate and then play back the re-encoded content, motion appears jittery and unnatural. This problem occurs when the application that you use to re-encode the content was built by using the Microsoft Windows Media Format 9.5 Software Development Kit (WMFSDK).
