Windows Media Format 9.5 SDK & WMP10 Update

Symptoms:
When you re-encode content from a higher frame rate to a lower frame rate and then play back the re-encoded content, motion appears jittery and unnatural. This problem occurs when the application that you use to re-encode the content was built by using the Microsoft Windows Media Format 9.5 Software Development Kit (WMFSDK).

Cause:
The application that you use to re-encode the content drops the wrong frames. This problem occurs because the algorithm for dropping frames does not provide a consistent dropping pattern when you re-encode content from a higher frame rate to a lower frame rate.
This hotfix updates wmvcore.dll to 10.0.0.3945, compiled on August 10th 2005. Latest known previous version was 10.0.0.3923.
